Bilawal Bhutto Zardari Promises Judicial Reforms and Implementation of Charter of Democracy

Karachi: Bilawal Bhutto Zardari, chairman of the Pakistan People’s Party, announced on Tuesday his commitment to introduce judicial reforms within the constitution during a meeting with lawyers at the Sindh Bar Council.

“We will implement the Charter of Democracy,” he asserted, emphasizing the importance of constitutional legislation and lawmaking, which he stated should not be the sole responsibility of the courts. He described the establishment of a constitutional court as both a necessity and a compulsion.

Addressing the lawyers, Bilawal remarked, “You are sitting in court for the purpose that responsibility is not being fulfilled. We want to provide justice to the common people.” He highlighted the inefficiencies in the current judicial system, noting that 15% of cases related to the constitution and law consume 90% of the court’s time.

To address these issues, he proposed the creation of a Federal Constitutional Court dedicated to hearing constitutional and political cases. Bilawal criticized previous amendments, stating, “The judges had warned to throw the 18th Amendment, and the 19th Amendment was passed under duress.”

He further emphasized the need to empower the judicial system for immediate justice, stating that the chief justice of this new court would be nominated on a rotational basis, ensuring that each province is represented.

“This is not a new idea; it is essential for the supremacy of the constitution and to ensure equal rights for all provinces,” he added, advocating for the formation of the constitutional court through mutual consultation.
